ATC Privitazation & Modernization Article
      #424976 - 04/28/16 10:42 AM

A WSJ article holding NavCanada up as the paradigm to which the US should aspire.

http://www.wsj.com/articles/the-air-traffic-system-u-s-airlines-wish-they-had-1461776053?mod=e2fb

The article doesn't mention, in juxtaposition to the point that ADS-B use in Canada is "better than radar" and the airlines love NavCanada with its use of ADS-B, that the US airlines have successfully pushed *back* their required compliance date with ADS-B Out.

Any way to read that article without joining WSJ? I refuse to join just to
read a referenced article maybe once every month or three. I searched the
net and every reference I found with that subject ended up back at the WSJ
Subscription Dept.

Airlines and corporate jets pay based on size and length of flight. Small-plane private pilots pay an annual fee of C$68 (about US$54) for unlimited use of air-traffic control services.

Fees have actually come down. Nav Canada’s third reduction in the fees it charges will go into effect later this year.

I am skeptical about comparing the efficiency of a system the size of Canada's with one the size of ours. A very quick and dirty analysis...

ATC aircraft movements (2014):
Canada:
Towered & FSS airports: 5.4 million (at 92 airports)
Other: 0.6 million (at 142 airports)

Canada total: 6 million

US:
Towered operations: 49.6 million

I cannot find data on US non-towered operations.

The eight busiest US airports have more movements than all 92 of Canada's towered fields. The nine busiest airports in the US have more movements than all of Canada's airports.

That would certainly explain why they were able to modernize so much quicker.

But I also noticed they seem to take smaller steps rather vthan the "grand plan" approch.

The other thing unsaid is that they find ADS-B so much better than radar because they have very little radar. Something is usually considerably better than nothing.

True, and FAA's most significant failures have come when they have abandoned the incremental changes and upgrades which have characterized most of the 80-year history of the air traffic system.
