Randy -- I doubt it. There have been a number of these showing up in recent days, all with the same spelling.

Looks likes it's just the name they gave to a temporary MOA they created:

SPECIAL USE AIRSPACE
Chugs Temporary Military Operations Area, Windham, VT
Effective: September 26 to October 1, 2016
October 4 7, 2016
November 2 5, 2016
The Chugs Temporary Military Operations Area (TMOA) will be in effect in the vicinity of Windham,
Vermont during the period September 26 to November 5, 2015. The purpose of the TMOA is to support
exercises Eagle Claw 17&#8722;01 and 17&#8722;02 for the 104th Fighter Wing (FW) based at Barnes Air National Guard
Base (ANGB), Westfield, MA. Eagle Claw 17&#8722;01 will take place from September 26 through October 1,
2016; and October 4 through 7, 2016. Eagle Claw 17&#8722;02 will take place from November 2 6, 2016.
The Eagle Claw exercises are designed to provide training in basic fighter maneuvering and air combat
maneuvering (air&#8722;to&#8722;air combat maneuvers) with no external fuel tanks or pods installed on the aircraft. With
no external fuel tanks, the ability for fighter aircraft to transit long distances to and from other existing special
use airspace is severely limited. Establishing the Chugs TMOA that is geographically closer to Barnes ANGB
will enable the 104th FW to comply with Air National Guard training objectives.
Projected typical use of the Chugs TMOA is 12 sorties per day, with expected average sortie duration of less
than one hour. Use of the TMOA will be from 0900 to 1530 local time daily. During periods when the TMOA
is not needed for training, the airspace will be returned to the FAA controlling agency (Boston Air Route
Traffic Control Center).
The following is the description and chart of the Chugs TMOA airspace:
Chugs TMOA, Windham, VT
Boundaries. Beginning at lat. 432315N., long. 725706W.;
to lat. 432315N., long. 723006W.;
to lat. 425312N., long. 723006W.;
to lat. 425312N., long. 725706W.;
to the point of beginning.
Altitudes. 10,000 feet MSL to but not including FL 180.
Times of use. 0900&#8722;1530 local time daily from September 26 October 1, 2016; October 4 7, 2016; and
November 2 5, 2016.
Controlling agency. FAA, Boston ARTCC.
Using agency. Air National Guard, 104th FW, Barnes ANGB, Westfield, MA.

Thanks, Andy. If they'd called it Eagle Claw MOA it would have been a bit easier to understand that it is the name of the MOA. I'd thought CHUGS was an acronym (and it may well be....).
