Yes, I had to read that email a few times. Basically, they are updating the (already over-reaching terrorists-have-already-won) Sporting Event TFR.

"THIS NOTAM REPLACES FDC NOTAM 9/5151 TO REFLECT A TSA WEBSITE UPDATE AND ADDITIONAL INFORMATION CONCERNING AIRSPACE WAIVERS. FLIGHT RESTRICTIONS IN THIS NOTAM COMPLY WITH STATUTORY MANDATES DETAILED IN SECTION 352 OF PUBLIC LAW 108-7 AS AMENDED BY SECTION 521 OF PUBLIC LAW 108-199."

Yes, because if you fly lower than 3,000' AGL over a college game or Disney World, the terrorists have won.

I used to think that this was all a knee-jerk reaction, But then I realized that, no, this is just a reaction of the usual jerks.

These and the fact that I can't go on FAA website and have a current list of TFRs e-mailed to me like I do weather briefings and NOTAMs drive me batty.
Why can't there be a simply summary sentence at the beginning of these with why, where, when so a quick scan can see if more time needs to be spent? One has to wade through all this non-applicable language many times just to see if it even applies.
