OK, I can't believe everything I read in the press, but were I an FAA FSDO inspector I'd be looking a little more deeply into the fellow in Texas, VFR-rated only, in a Cherokee, who ended up having to be "talked down" into AUS when (possibly) the area was engulfed in TRWs and with "high winds". Yeah, they got him down.

Seems more like suspension/revocation to me; I can't see the FAA omitting 91.13.

No doubt ATC has already filed the required report with the local FSDO.

First think Monday morning an Aviation Safety Inspector will take a look at the report, figure out that the pilot is:

MATTHEW AARON CARTWRIGHT
5502 MERRYWING CIR
AUSTIN TX 78730-1449

...who holds an FAA Airman Certificate:

Private Pilot Airplane Single Engine Land
Issued 7/28/2013

...and is the owner of a Piper Cherokee know officially as...

N141SW, a PA-28-140, Serial Number 28-7625006.

An Enforcement Investigative Report (EIR) will be prepared in which the Inspector will cite all the relevant facts and will propose to the FAA Regional Counsel that the airman be sent a letter proposing a 180 day suspension his airman certificate as prescribed in FAA Order 2150.3B and be required to complete at least 10 hours of Aeronautical Knowledge training from an appropriately rated Ground or Fight Instructor in the knowledge areas specified in 14 CFR 61.105. Followed by a FAA reexamination of his knowledge and skills as provided for in Title 49 USC Section 44709.

If he has a good attitude, acts humble, and vows to repent during his interview the inspector may only recommend 90 days and 4 hours. If he acts like a jerk (and I had a few of those in my day) then the inspector may recommend an emergency suspension or revocation which puts him on the ground until the final NTSB hearing several years down the road.

Do you or anyone know the history of why every other government-issued authorizing document we carry in this country is called a license, and most other countries (AFAIK) issue pilot licenses, but FAA chose to issue "Certificates," and to ostentatiously correct anyone who erroneously refers to them as licenses?

I have a Georgia Driver's License, a Georgia Weapons Carry License, a whole bunch of state Medical Licenses, and a greenish plastic thingy that does have a certificate number but which no normally English proficient person would think to call a certificate that says I have been found to be properly qualified to exercise the privileges of a pilot (and yes, English proficient). Why? And, to quote the Smartest Woman On Earth, what difference, at this point, does it make?

I'd think a certificate is something that shows someone has a license. BWTFDIK.

Let's see, you have a certificate on your wall to show you graduated from XYZ university with a degree in medicine, and you have a license to practice.
