At a glance I'd call it flutter.

Edit: went back and read, and they call it flutter.

That is a high-speed flutter test. Slender, flexible wings are vulnerable to flutter at excessive airspeeds, and a glider designer has to know when flutter will set in.

The "never exceed" speed of an airplane is usually determined by steady-state loads on the airframe, but for fiberglass gliders, flutter is usually the limiting factor.
